What is Mpemba effect?
 
Under fairly reasonable conditions, hot water will freeze faster than cold water.
 
I should have been more specific. Since everything I've read seems either conflicting or states "we just don't know" , I want to know what some people knowledgeable in physics think is the underlying cause(s) of this effect.
