Laser plasma emission

I recently found the following research and found it to be quite interesting:

Unfortunately my knowledge on lasers is quite limited so I was wondering if anyone here knew how powerful a laser you would need to generate plasma like this?
I also noticed that they used an infrared laser, would other wavelengths work as well?
