Plasma resistance =?= Breakdown voltage

I wonder what plasma resistance is?
As I understand from the name, it appears to me that it is the resistance of the ambient gas before ionization. If so, does it have any relation with the breakdown voltage of the gas?
It appears that the higher the breakdown voltage of the gas, the higher the resistance (plasma resistance?) of the gas to ionization.
Is it correct?
