Design and Construction of a Torsion Testing Equipment

Hello Engineers,

Im a mechanical student for Higher National Diploma and usually learned a lot in this forum for my academics. I'm sorry if i posted on a wrong section of this forum or even wrong website T.T I'm on a final year where a project to be carried out to design a torsion testing equipment. Been travelling around google and found that the torsion test is beyond my budget. The budget is expected to be around approximately ~250 USD. So i need to come up with an idea and design setup with that ranged budget :(
