What wavelengths of Infrared light are blocked by water, glass and {water and glass}?

Im doing project where i am detecting when a glass container is full of water. I am going to be using an infrared led and receiver but I am wondering which wavelength of led to buy as it needs to be blocked by water but able to pass through glass.
