magnetic resonance in a variable field


my question has two parts

first: does nuclear magnetic resonance or electron spin resonance occur in an oscillating magnetic field?
if so how can we determine the energy associated with it?

second: I need a paper that treats the magnetic field in quantum electrodynamics (as virtual photons).
