Heat element thermal conductor material


so i am designing a ring resistive heater-basically wrap a nichrome wire around a cylinder and heat it to 1000 degree c.

so far i have use magnesium oxide and insulator and thermal conductor and it work in theory. but when building it, i would need a special packing machine so i cant use it. i also found a cement but it has very low thermal conduct rate, so it need to be at 1600 degree before being able to heat the cylinder to 1000 degree. but the max temp for it is 1400 degree so it doest work.

so my question is are there any material that i can use to as thermal conductor and electrical insulator for the heater?
