Drainage Design - Spread on Roadway

I'm confused about how spread is calculated.

Looking at the FHWA Drainage Manual, page 4-9 (pdf page 99) gives a formula for computing spread T, but on an example sheet 4-14 (pdf page 104) spread is stated as being an iterative solution. I'm not really to clear on why there is two different procedures here.

Can anyone clarify this?
