Hair Gel

Does anyone know why water is added to hair gel (polymer)? Also, can you tell me what forces results when you apply hair gel to hair? I think it is just weak secondary forces because basically you are using a polymer on another polymer(hair). Is this right? Can you tell me what role does hydrogen bonding play when you apply gel to hair in holding hair together? Thanks.
