    your sealed lead acid batterys are 4V each, if you charge them at 16A ,i believe they may in fact be damaged.. you should limit the time they are charging..and test the voltage periodically...

    if you were to measure 6 A when when the battery is connected , you could leave it on for 28 hours .. 170/6 = 28 approx.. as you said at the beginning , 0.1c = 17A , but that is pretty high ...

    what i mean is, if you were to measure the current , you wouldnt be damageing your Ammeter..? If not ,then try it with the ammeter installed and see what current the battery is drawing..

    by insulating the electrodes from each other, ( not compleatly of course) just using the plastic at either end should do, you would be able to place them closer together..thus decreasing the resistance..

    another question., what if you added air to the reaction? as in a fish tank airrator (sp) ? i see the result NaClO3 so it seems to me that you need more O2 in your solution.. also if you strip the plastic insulation off of some wire you can use that to insulate the electrodes from each...

    your local junk yard or auto salvage yard has some very powerful DC motors , off the top , i can say that an auto power window motor is a good strong motor.. it wont be new but it will be cheap..
