I have a laptop and I want to run my laptop screen and two external monitors.
Can I do this with just a vga splitter and cables?

As long as you want the two external monitors to display the same thing, that's fine.

Otherwise, you probably want a USB to VGA or DVI or HDMI adapter:

I used a USB video card for extra screens on my laptop for a while. I had one of these. It worked well, but I never did get it to work with X on *nix.

There's probably a better USB video card out there now, though. The one I have is a few years old.
