Could a new universe be built with purley information, i do not know how to explain this question any better without corupting it in some way, may be a lesser question is, is matter, energy purley information.

I think you'd need a infinitely powerful computational power to not have corrupted data in this universe. Unless corruption is something wanted in this universe. Information is probably what makes energy possible to exist...
