2 more questions :Can we charge a capacitor by DC , if yes then how ? Why does capacitor allow ac to flow through but not dc . For 3rd part i know frequency of dc is zero but in practical terms how will it be explained ?

you can.. you connect the DC voltage across the terminals of the capacitor. but the current doesn't flow through it, at least at the steady state.

DC current flows but stops when the C is charged.. When the voltage across the C = appiled voltage.
