What does this question ask for and what do I have to do to get the answer?

i think it is asking for the moment of the force around the axis of the pipe

Didn't learn that yet. Do I need to find theta first?

Well, it seems the pipe is bending down and outwards from point B. You need to define the direction in which this section of the pipe is pointing since the question is to get the component of F in this direction. Note that F is also pointing downwards to the z-axis from point A. It might be easier to define a new coordinate system at A and maybe choosing one of the axes to point along either F or the axis of the pipe.
