Creating a plasma in air?

I'm looking to create a plasma actuator. I have a 1/16" thick aluminum oxide ceramic plate that will function as my dielectric, as well as two copper electrodes that I'll be sending the electricity through. Does anyone know how much power I will need to send to the electrodes to create the plasma in air?

Well your question is hard to answer and one can only give guesses. But you might consider :
