Honestly? That belongs into the Weird News thread. It is a silly idea and biological nonsense. The main needs for any dog is to smell and to exercise and neither can be addressed this way. And even if the dog likes to "see", it will constantly be frustrated with the impossibility to interact otherwise. IMO this is a bit like:
