How could such a thing get published? Is Annales de la Fondation Louis de Broglie a fringe journal?

I found it on their personal website (see the link included in my previous post). I subsequently went to the Ann.F.L.B webpage and I looked at other papers for reference, have a look for yourself, was this journal taken over by cranks or what?
