I've been using that system for years; I call it 'rain'.
It sounds more like a crop irrigation system, or maybe the lawns around large corporate buildings.
Only works if you have water to start with. Probably wouldn't be needed much in the south-east U.S.
The guy who uses this makes his own artificial water.
He'd better not be stomping on my patent for 'instant water' (just add water).
