In summary, the conversation discusses the expectation that John Kerry, known for his anti-war and anti-military funding views, will assist with withdrawing American troops from Iraq. The idea is that the Iraqis will create the withdrawal by making it too expensive for thieves to steal their resources. The conversation ends with a sarcastic remark about joining the Iraqis if the speaker has figured out the solution so well.

Iraqis will create the withdrawl. We can count on the expenses they will incur to do this. Ask yourself what you would do if theives came a murdering your people and stealing your resources. Make it too expensive to steal!

It's simple logic, that will create the withdrawl. Like Vietnam, the solution.
