During mass measurement for a gas, why must you measure the gas, release some, and measure it again?

You have to provide more context. How are you doing the measurement ?

The gas is collected in a glass tube over water.

I think (but do not hold me to it) that it is so you can create a linear scale for the voume related to the mass.

Most likely this is wrong though.
