Hello,
I have a small 9hp engine with electric start and a stator that puts out between 5-18 volts ac, it only has one wire coming out and would like to convert it to dc to run lights and charge my battery on a cushman scooter. any help would be appreciated...

What you're looking for is a rectifier. Remember that the Vdc out of the rectifier will be a function of the ac input. It's usually easier to transform the ac going into the rectifier to a value that will give you the desired dc output than to convert the output dc into another value.

denni is right, you can get tons of switching supplies (some rather small) that can probably do the task you want.

Your alternator is electric start, so it must have a battery and a battery charging arrangement in it already.

Do you know what voltage this battery is and what voltage is the battery in your electric scooter?

If they are the same voltage, it may be possible to borrow some of this power to charge your scooter.
