Discussion Overview

The discussion centers around the role of non-governmental actors, specifically the hacker group Anonymous, in combating ISIS following the Paris attacks. It explores the effectiveness of citizen vigilantes compared to national military efforts in addressing terrorism, particularly in the context of encrypted communications used by ISIS.

Discussion Character

  • Debate/contested

Main Points Raised

  • Some participants propose that Anonymous could potentially disrupt ISIS's influence through social media by shutting down accounts, despite not being able to decrypt communications.
  • Others argue that the technological capabilities of national governments in data gathering and cryptanalysis far exceed those available to non-governmental groups, suggesting limited effectiveness of vigilante actions.
  • A later reply questions the credibility of Anonymous's declaration of war, suggesting it may lack authenticity and could be made by individuals without significant influence.

Areas of Agreement / Disagreement

Participants express differing views on the potential effectiveness of Anonymous compared to military efforts, with no consensus reached on the overall impact of citizen-led initiatives against ISIS.

Contextual Notes

Limitations include the uncertainty regarding the actual capabilities of Anonymous and the effectiveness of their proposed actions against a well-resourced organization like ISIS.

Anonymous the international network of hackers has declared war on ISIS after the Paris attacks. US security experts claim ISIS is using encryption to communicate their terrorist activities over the internet and not observable to national security agencies. Can this group of citizen vigilantes have a bigger effect on the spread of ISIS influence than the military of major countries?

It's not likely. The data gathering and cryptanalysis technology available to national government far exceeds anything that's available outside of the intelligence community.

They do not claim to be able to un-encrypt the messages but to interfere with the communication processes in the social media by identifying and shutting down ISIS accounts.

Given the clandestine nature of that group the veracity of that "declaration" is hard to determine. For all we know it could have been made by a pajama clad adolescent in his mom's basement.
