Nitric acid is a strong acid - what does this mean?
pH means "negative logarithm of the hydrogen ion concentration in Molarity", at least for practical purposes - Did you yet calculate the hydrogen ion concentration in your given solution?

note: the logarithm is in 'base ten'

does that mean it dissociates completely?

Yes, you may safely assume it is completely dissociated.
