Please help me!

I need some help. My internet/cable went out yesterday so I went outside to look at some of the wiring and noticed that some of the wires were melting off. I thought it might be because of the crazy heat that we have been having lateley so I called my provider to come check everything out for me. He hooked up some machine to check out the electricity current on my house and said it had "way too many dots, even more dots than the ones on the poles." He said he was surprised that my house hasn't burned down yet and said that he could not reconnect my internet and cable because he could get in a lot of trouble.
I am assuming I need to have the house rewired but have no idea how much it would cost (it is a one fam house with 2 bedrooms, 1 kitchen, 1 office, 1 1/2 baths, living room, and basement). Can anyone give me a guesstimate of what it could be? and any other advice would be nice too.
Thank you so much, I obviously have no clue about these things. =(

Call a certified electrician immediately. You will find one in the yellow pages.
