What approach do you think is best for textbook learning? Concentrating mostly on the theory and not holding the questions in that high a regard, or reading a bit of theory and then jumping straight to the questions? I know it depends on the subject, but I'm mostly studying Physics (Baby Mechanics at the moment) and I'm just curious as to what you guys think.

You have to understand the theory, and doing the questions gives you the insight on how aspects of the theory relate to one another.
