Really you need to 'lockdown' the hospital until those vaccinated have had enough time for immunity to build. That is of course very disruptive, but it is what ended up happening anyway to bring the current outbreak under control. Of course you would plan it so there is still capacity available during that time. It has been mandated now front line workers must be vaccinated - 86% have now been vaccinated so it can be done.
