Resistance of a heating element?

An observation: if the resistance of the heating element was near zero we would have a short-circuit, isn't ?

By the way, I heard that usually the resistance of the heating element significantly increases with its temperature.

Does it alone can cause temperature reaching a stable maximum level or there should be an switch control to prevent the coiled resistance from melting ?
