The right hand rule is for torques and showing if they're positive or negative. The way your torque is twisting; you curl your right hand in the motion. If your hand is pointing up, then it's positive and if it's down then your torque is negative. It works sideways as well.

It's just a thing if you can't remember that when a torque is working in the clockwise/counter-clockwise direction and if they're positive or negative.
