Well, it's not a rotational motor..and an expanding bubble is not much of a linear motor...force is limited by surface tension on the bubble. So yes, "it jiggles, a little bit"...but I have doubts about the usefulness.

You know, if you'd bothered to actually read the article, you'd have seen that this was already addressed:

The technique exploits the fact that surface tension -- the tendency of atoms or molecules to resist separating -- becomes more important at small scales. Surface tension is the same thing that allows some insects to walk on water.
