As far as i am concerned in most universities that is a grad course. However some universities might give any itroduction courses on that subject on an undergraduate level!

I took it in my senior year of college, but only as a special topic. Covering it as more than an introduction could only be done at graduate level.

it depends where you go, in britain i believe students learn it all along, as here we do analysis. read miles reid's book undergraduate algebraic geometry for a nice selection of material any undergraduates could learn.
