Time Zone - Display Default Time Zone Info

This is just a minor thing, but I thought I would mention it because it may be easily fixed. When not logged in there is no way of knowing what default time zone the board is using. Or if there is I haven't noticed it. It might be helpful to non members or perspective members if this information was displayed somewhere in the header of the main page. Of course this information should not be displayed for logged in members because we set whatever time zone we want in our options settings. Also, why not use GMT instead of Central? It's more of an international standard.
