Uneven voltage

    At the main panel of 3 phase , 600 Volts, one phase measured from phase to phase is measuring about 5-6 Volts lower than other 2 phases.
    Example; ABC

    from A to C=589V
    from A to B=583-4V
    from C to B=583-4V

    as we could see B is lower all the time.
    I would like to emphasize this is Emergency Power Supply.

    Also, another question is; why is Emergency Power Supply voltage lower then Regular Power Supply voltage. It is lower for about 5 V, why?

    Engineers, please could you tackle this one, you might face this cases tomorrow. Thank you all. Mika
