Could be, although it looks very little like the pictures on Wikipedia. I would imagine the man on top is there to do something...
Maybe it's just a work truck on steroids.

There's a thing on the left that looks like a nozzle. But it has no water tank.

Maybe the top elevates so the guy can shout at crowds through a bullhorn.

This is just a guess on my part, but it looks to me like the picture shown is a police vehicle that has been retrofitted with an extendable ladder or some type of elevated platform, perhaps to allow for the officer to be able to reach a floor in a multistory building, similar to what currently exists on firetrucks.

I would totally drive that to get my kids from school.

I found it in an article about police acquiring military gear (post Ferguson), it is funny this particular piece of hardware has nothing to do with that program.

Ha ! Nice catch Borg. I suspect most of us have never seen one of those.

How did I miss that?! At times it seems like I suffer from a proportional relationship between studying in school and a loss of basic common sense...

:rofl: No, we just open the image in a new window, select Ctrl, and scroll the center mouse wheel.

What I don't follow is how you got from Lenco to the separate company that makes the ramps, Patriot 3.

I searched Google images for a "Lenco Bearcat" based on a search of the Lenco logo. The image that looked the most like the OP's image was one that led me to the company's page.

Aha!

Once you pointed out the "Lenco" logo, I just went straight to that site, and couldn't find the modified version, so I sat pulling on my chin hairs wondering how you got to it. Now I see you didn't get to it from there.
