This would imply that inertia is a local emergent property of some global relation. Since inertia is defined by mass and the axis of rotation, I don't see a connection between those two properties and anything global like galaxies. High School Can Curved Spacetime Enable Faster-Than-Light Travel?
Not sure but I think the OP is referring to generating negative curvature behind the craft to push it. This would need some negative energy density. At least this is similar to the "Alcubierre drive."- physics2222
