I guess if I found someone lying on the streets wounded I shouldn't help them since I've never experienced being shot before.

if you want to call dialing 911 helping, then sure. i'm sure Dr. Phil can also help people by referring them to someone competent.

I don't know what lead to this exchange, but I don't see why this is even interesting. In fact, based on what little I did see, Dr. Phil was the one trying to get out of it.
Why is this guy clueless? Psychology is certainly not the same as brain surgery. It is a soft science.
