When you need to get other student's Ph.D thesis for your reference, how
do you get it?

Some people upload their Ph.D. Thesis to arXiv.org, but not everyone do so.

Many University librararies have their alumni's Ph.D. Thesis in PDF format.
However, students from other universities cannot get the file from outside the University.
(Caltech is one of the exceptions)

For example, I need to get Ph.D thesis from University of Maryland Baltimore County.

University Microfilms usually has copies of dissertations. They charge about $35. I think they may have chanegd their name to something like ProQuest.

Another option might be simply to track down the student and ask for a PDF copy through email.

Vanadium is right; most people will have loaded their thesis or dissertation to ProQuest; that was how I submitted mine formally. If your university has a ProQuest subscription, you can probably read it on there.
