You question does not supply enough information for an answer. "Potential energy" is, by definition, always relative to some point. That is, for example, an object with mass m has potential energy mgh relative to a point h meters below it, potential energy -mgh relative to a point h meters above it, and, or course, potential energy 0 relative to its own height.
