Both displacement and velocity are vector quantities. When confined to one dimension, negative means going in the opposite direction from positive.

You can have a negative displacement if you go forward a certain distance, return to your original position and then go backward. You can have a negative velocity if you move backwards such as reverse in a car. Like mathman said its just the opposite direction.
