b.can participate in mRNA formation multiple times.

3. The attempt at a solution
I know it doesn't inhibit mRNA prodcution and its found in the nuclei not the cytoplasm i think the anwser is it can participate in mRNA formation mutiple times but i'm not sure

b is correct for sure. That's the way enzymes work, in a twisted way that's half a definition of a catalyst in general.
