ifthis is an infinitely long cylinder how can i derive an equation for finding the magnitude of the electric field? i have the answer which is E=2*pi*rho*K*r but i don't understand how they got it.

did you try using gauss' law?... it is straight forward... draw a picture, pick a reasonable gauss' surface, and do the simple math (no need calculus)
 
Use Gauss's law and take advantage of symmetry.
 
i did but we are getting the wrong answer when we cancel things out.. that's why i was asking here.
