If you want the water to flow into the tank, the inlet should be no more than about 10 meters above the outlet, because a column of water of that height will have the same pressure as the air pressure. To get water out of the tank you better have a way to make the vacuum disappear.

No to get water to flow the outlet from the tap needs to be below the water level in the lower tank.
