Lets say you make a huge laser , can i work on Solar Panels to convert it to electrical energy.

Photovoltaic cells can use some frequency ("color") range only. If the laser is within this range, they can work. However, keep in mind that this is just a way to transfer energy with significant losses - you need more energy to power the laser than the cells will give you.

Even a simple incandescent and fluorescent lamp will work. See "solar" powered pocket calculators. They work indoors too, don't they?
