I think he was referring to what would happen if you refused to go to jail. At the very bottom, below fines, jail time, and prison sentences there is that fact that the government is stronger then you are. This is why you go to jail - if you don't then you will be physically forced to.- Disconnected

Look into "Enemies of the People". A guy, whose entire family was killed int the killing fields, interviews a bunch of people high up in the Khmer Rouge.
