I threw out the spin idea because the physics are relatively straightforward, although (to address the issue you raised) energy requirements are in the 10¹⁵-10¹⁷ W range if I remember correctly. I know this is an old post, but the excellent colonization target Teegarden could be settled using an interesting strategy - moving b and c into mutual orbit, creating a binary planet system.
