Was just going to recommend that exact book. Picked it up in a charity shop as thought it looked vaguely interesting.
Got round to reading it as some bedtime reading and some parts - although not mathematical at all - prove somewhat useful in tutorial discussions.

W.J Duffin, Electricity and Magnetism (4th ed)- a very good textbook I used for Junior Honours Electro at University of Edinburgh.
I.S Grant & W.R Phillips, Electromagnetism (2nd ed) - again very comprehensive but some explanations aren't the clearest.

Halliday, Resnick and Walker is good. It is recommended for all UnderGrad physics courses at Edinburgh up to 3rd year, and we even use it occasionally in 4th year.
