I agree, the answer is no. They are completely worthless as an international anything because they make all those rules but won't ever punish those who break them. No, I think it is very clearly saying: POW=A1/(A2a+A2b+A2c+A2d)/A3/A4/A5/A6/B1/B2 Where '/' is 'or' and '+' is 'and'.
