I thought the pressure was measured at the side of the pipe. -

Just a guess: a closed pipe where the liquid cannot escape exerts the same force in all directions(ignoring gravitational effects.) when the pipe is opened, some of the force on the walls transfers toward the open ends of the pipe, and the pressure on the sides is reduced. Think of an air...
