My guess is they're special equipment needed for the core shroud replacement work, and wouldn't appear in the original blueprints at all.     Hallelujah we finally have an official TEPCO diagram for the refueling floor at unit 4. Very interesting pictures. How very strange to see the reactor well open to the sun and sky looking like a large swimming pool.
