Is there any physical law that prohibits the continuous generation of a reactionless torque using a series of gyroscopic rotors?

gyroscopic torque NO! if two high speed wheels spinning in the opposite direction in an enclosed box, the gyroscopic torques will be canceled b/c of the opposite spinning wheels and therefore know one could tell if the wheels were spinning or not.
