What is Moving Dimensions Theory and Its Impact on Physics?

I'm not sure if I'm posting this in the right place, but either way I was doing some research earlier and I came across a theory that I hadn't heard of before, and it came out in the early 2000's. And that's Moving Dimensions Theory, and from what I read it unified relativity and quantum mechanics in a much simpler way than String Theory does, is there a reason I haven't heard anything else on it?

Moving dimensions is a crank theory that has not succeeded in getting published in any reputable journal.

I note that it is not even present on Vixra.
